Perseid Guild Charter

Mission Statement

Article I: About Us  top

We are a progression focused raiding guild that is made up of friendly, family oriented people who understand that real life is a priority but strive to give 110% to the team while raiding. We value friendships and having fun above all else. We are a guild tailored to parents of young children in both our guild activity times and atmosphere. We understand the need to go AFK from time to time because of family duties and don't expect members to make every single event because real life and family comes before Perseid.

Article II: Code of Conduct  top

Perseid asks all members to respect the views of other members when using guild chat, public Ventrilo channels and the website forums. We ask that all members refrain from using derogatory terms and phrases in these modes of communication. We are not a "G" rated guild but at the same time we want every member to feel comfortable while ingame and on the website. All we ask is for some common sense and to take a look at the way text and voice chat is when you join the guild, that should give you some indication as to what we are like. Be warned if somebody takes offense they will let you know.

Article III: Recruiting  top

Perseid does not do mass recruiting in large cities such as Stormwind, Ironforge, Shatt or Dalaran. We know that this practice will make the guild grow at a slower pace, but we want to ensure that we gain members that will be the right fit for the guild and our practices. We do accept requests and referrals about new members, direct them to put in an application on the guild website and all the Officers will evaluate the recruit based on criteria set forth by the Officers. An Officer's decision for either acceptance or dismissal is final, do not try and get another evaluation from another Officer for those requests will be denied. Each Officer also reserves the right to seek a second opinion from a fellow Officer regarding their decision. In the event that this happens the recruit will be notified regarding the delay in acceptance. We have this recruiting policy in place to ensure that we get members that stand for the values of the guild and to minimize any future disputes.

Family and Friends clause:
Perseid is a family oriented Guild, and as such full members with family and friends who wish to join are encouraged to apply. Spending time with friends and family makes the game more enjoyable. We will work to include family members and friends from real life in the guild.

Should a friend or family member's class not be open for recruitment then any friend or family member wishing to join must understand and accept that raiding positions within the guild will be filled by members on active raiding status. Should a class/spec be needed Raid Leaders have the authority to select members on the alternate status list. Family and friends offered Guild Membership are welcome to sign up for raids, but will not be placed on raid rotation with other members of high population classes, unless they have been placed on the active raiders list by Raid Leaders, or Officers. Earning active raiding status is determined by the Council in consultation with the Raid Leaders. Any Raid not classified by the Raid Leaders as an official guild raid is open for any member, to include friends and family.

Article IV: Attendance  top

Section A. Perseid does not have a formal attendance policy. We realize that our members have lives outside of World of Warcraft and also encourage our members to continue having a life outside the game. We do not require members to attend any certain number of raids or events. We will try to form parties and raids from within our own ranks, but if our needs cannot be fulfilled we will look to outside sources.

Section B. Inactive Member Removal Clause:
Any Perseid member that has been inactive beyond six months will be removed from the guild. If said member decides to return to the game at a later time and wants to be back in Perseid, that member will have to re-apply for membership.

Notice of a leave of absence is required to be given to officers, via guild website. Notice must be given with an approximate return date, the member will remain in guild until that time, in which the six month period will then begin. Any additional notice may be given to officers after the original return date and during the six month period.

At the end of the six month period a council member will attempt to contact the individual via e-mail, requesting their status prior to removal.

Section C. Alt Remvoal Clause:
All alts will be removed from the guild on the 3rd month of inactivity. Perseid is not a toon parking lot. If you wish your alt to remain in the guild you must play it on a regular basis.

Article V: Raiding  top

Perseid is a casual raiding guild. Perseid's definition of this is that we do not raid as many times a week as other guilds or for as long. Typical amount of raiding here is roughly 6-8 hours a week for events scheduled by the raid leaders, with some others scheduled by the membership. We may be casual but we expect every member to give 110% while in raids and when preparing their characters for these raids. This includes obtaining the necessary gear to start raiding, asking for advice to maximize the output of your character, having potions and food for each raid (elixirs and or flasks if possible), fully repaired and being at the instance by start time of the raid. If you are on the waiting list be online incase somebody doesn't make it, you still could get in. If you are not online at start time you will be replaced, unless you had indicated in your signup that you will be late.
Please sign up with the primary character you would like to run with, if we need you to play a different one we will change the sign up on the calendar. We would like everybody who are active raiding members to make sure you sign up on the calendar in some way so we know what to expect. There are three options we would like to see for everyone's signups:

1. Sign up normal if you want a chance at a spot.
2. Sign up and put a NOTE on your sign up saying if you want to be on the waiting list to give another member opportunity to get in (but if you put yourself on the waiting list be online and available before the run is supposed to start)
3. Sign up as Nobody this will mark you as absent on the calendar if you can't make it or have previous commitments with others in game. If you mark yourself as absent you won't be asked to run.

We also want to make it clear that if you consistently sign up on the waiting list for the first two nights don't expect to get in on the final ones if you sign up normal for those nights. We won't have members wanting to forgo the first bosses and then just going in to get loot drops off the last ones. If you want loot of the final bosses you will need to be in the run for the week.
We understand that not everybody can raid every night of every week so it will be up to the raid leaders to decide if it is an issue or not and if those issues arise it will be dealt with on a per case basis.

Programs Required to Raid in Perseid
Perseid requires two things that members MUST have in order to raid with us:

Ventrilo Voice Chat Client

Omen Threatmeter

For obvious reasons we require Ventrilo. Even if you don't have a mic you still will be able to listen in on the conversation and respond in chat. Having each member with this enables the Raid to move at a quicker pace and allows for quicker reaction to the unexpected. The reason that we require Omen is that it shows where each member is as far as threat generated.

If you find that having Omen makes things too easy and not a challenge then so be it, each of us has our own opinions and things we will do and not do. But remember same goes for Perseid, and if you don't have this you will not be raiding here.

Main/Alt Switching
While we know that alot of our members have several characters that are max level and they would like to raid with them we feel that switching them at will sets our progression back. Members that have more than one raid ready character must declare in the Perseid Raiding Members thread which their main is if more than one is available. As is already indicated there the character in the list with the name in cyan color is the main. Once declared the main cannot be changed for a period of 30 days from the last declaration.

As far as the SK lists go your position in the raid loot list will not be affected by a main switch but the Loot Officer must be informed of it BEFORE the next raid so the change can be made. If it is not taken care of before the raid you will not have the opportunity to bid on loot that run, we won't be holding up a raid for one person's loot bids. If you are switching between the Tier loot lists your new position will be at the bottom of the new list.

Members will be able to sign up for raids on their alts but just be advised that mains will have approval priority and alts do not get loot unless all mains in the run have passed. There is one exception to the alt loot rule. If an Officer or RL asks you to bring an alt in for a run you will be able to use your SK list position or /roll for any loot that drops for that alt. That is the only exception. Take a look at the Perseid Raiding Members sticky and indicate with a reply if a change in mains for you needs to be done.

      Section 1: 10-man Raids

10-man Raid Sign-up Process
They way it will work is when the run is posted you have to sign up for it before the sign-ups expire (will usually be 2 hours before run start time) but you will have to check back to see if you were selected for the run. At this time until the web host gets us something to approve 2 groups approvals will work like this:

* Group 1 will be marked as Approved
* Group 2 will be marked as Waiting List
* If we have enough for a third group we will have the raid leader just do the invites of the raiders.
* Waiting list members will be left as unapproved

Loot Distributions System:
Definitions:
Raid role: Your raid role is a description of your job within the raid environment. For example: Protection Warrior (Tank), Holy Priest (Healing), Feral Druid (DPS and Tank).

Purple Epics: Master loot MUST be enabled during all raid boss fights. This is the responsibility of the Raid Leader.

Epic loot dropping in guild raids will first be available for raid roles as defined by your spec at the time of the raid. ONLY if all members in the raid do not need the item will we consider giving an epic item to a player for a purpose other than the raid role. This is done to ensure the guild improves itself within the raid environment first. The guild will use the following website to determine who will be eligible to roll on an epic item www.wow-loot.com . Please review this website as it is vital to the understanding of this policy. Adjustments will need to be made as the website does not completely rate equipment for the roles our guild uses. The website will be used as a basic guide for eligibility and the Officer or Raid Leader in charge of the run has the authority to make any adjustments necessary to make sure those who need the equipment are able to roll.

After it has been decided who is eligible to roll those members will roll a random 100 and the highest roll will take the drop.

Tier raid set pieces will be treated as a separate roll from the other loot since they have lower drop rate and 3 different classes can use them. So it would be possible for the same person to win two pieces of loot off of a boss that drops Tier raid set pieces.

We feel that this is an even and fair system to use in the 10-man environment because there are fewer members in the run that can actually use the loot that drops which increases the probability winning on a pure roll.

      Section 2: 25-man Raids

25-man Loot Distribution System:
For 25-man raid encounters Perseid uses the Suicide Kings system, henceforth referred to as SK, as a way to fairly distribute loot throughout the guild. How this system works is explained in detail below.
We will have one list. As new or returning members join the guild they will be automatically added to the bottom of the list during the first official guild raid they attend.

To keep the system fair we are instituting a one armor class down limit for need rolls.
For example:
A Paladin can wear anything from plate on down. In the case of need rolls/upgrades a Paladin can only roll on plate or mail, a hunter only mail or leather, a shaman only mail or leather, etc.

We are not going to an all suicide system for items that fall in the Raid list in SKG but will continue with allowing /greed rolls for offspec. One thing we will be doing is setting parameters for the system and watching it more closely. If it is an item that you would use in your raid role then it must be suicided for (even if you just want to play around with it) if a greed roll is opened up and somebody rolls and should have suicided then they will be informed and roll disallowed.
- For cases such as a ring, neckpiece, cloak and weapon they are pretty easy to see if the item needs to be suicided, and in most cases will not be opened up for /greed roll. - We are sticking to the one armor rule down so if caster DPS cloth drops and a boomkin wants it then it must be suicided for and a /greed roll will be disallowed. Anything beyond that is /greed i.e. DPS warrior and leather or ele. shaman and cloth.
- Feral druids are tricky but for both tank and DPS items they need to suicide since they play both roles in our raids week in and week out and our ferals are not strictly one role or the other.
- For items that are needed for specific encounters in our raid i.e. mage tank, lock tank, resistance sets for tanks those won't need a suicide. But in cases where they already have a set and have used it they shouldn't need any upgrades for that set as they have proven the one they have works.

Greeds rolls will only allowed for pure offspec purposes and not all classes fall into this category. For the most part the only classes that will be /greed rolling on items are Paladins, Druids, Priests, Shamen and Warriors. They will be done as in the past with a /random 100 roll and doesn't effect placement on the list. This is for items that everyone has passed on in the first round and would then be DE'ed. If no one wants an item it will be DE'ed, put in guild bank, or sold. Rule of thumb, if you need something or it's a big upgrade you are expected to use the SK list for such an item. If it's a side grade you still need to use your position to receive it. If it is for an off-spec that you don't use in our raids and no else needs it then you can greed role on it.

If a member takes a piece of tier loot for any reason you will use your spot on the Tier SK list to receive that item. First bid will be for those that have not won that tier piece yet and would like a chance to get it. If everybody passes on that bid we go to a secondary bid for those that won't use it for their raid role i.e. offset or PvP turn-in. If you want to use it for any other purpose other than raiding you bid in the second round and it will still use up your spot on the SK list. If nobody after the second round wants the tier piece it will be left to rot on the body.

BoE Items:
If a BoE item drops raid members interested in the item SKG bid for it.
If no one bids the item goes to the guild bank.

BoE items are petitioned as follows: Use the Request for Item link on the guild site to petition for an item.

1. Item is petitioned for by a member. They receive the item and they immediately use their SKG spot when they receive the item.

2. Item is petitioned for by multiple members. The individual with the the highest SKG spot recieves item and immediately uses their SKG spot when they receive the item.

3. Item is petitioned for an alt. They get it for free just like it was a BoP that was /rolled for.
If multiple members want the item for an alt they will /roll for it. If there are multiple requests by alts /rolls will be held on Tuesdays at 9:00 server time. Accomodations can be made if someone is unable to online at the designated time.

THE SYSTEM WORKS AS FOLLOWS:
When an item drops, the player at the top of the raid list can either take the item or pass it on down the list. When a player takes the item they are sent to the bottom of the list.
Players that are on the list but not present for the evening are frozen in place on their list, and players that are present leap-frog them when someone takes a loot item.
When an item drops the loot master will open it for bidding. Players interested will whisper the loot master the word "bid". The loot master will close the bidding the winner will be announced and is automatically moved to the bottom of the list.
If you bid and change your mind or bid in error you may retract your bidding by whispering the loot master "retract".
If you want to know your place on the SK list you may whisper an Officer the word "suicide" (I know some may not like using this word but that is how the mod is setup and it's not something we can change). All Officers have the master list and they sync them with one another once loot has been distributed. You may ask an Officer to broadcst their list with you but an Officer will NEVER accept a sync from members not in leadership roles within the guild. We do this to ensure that the Inner Council of Perseid always has the most current and correct version of the lists.
We feel as though these systems are fair for all members in lieu of implementing a pure DKP system.

Article VI: Instances and Groups  top

The members in Perseid will make every effort to include all members in instances and groups. Members for instance groups will be selected based upon one of two criteria.
1.) Whoever signs up on the website calendar, until the group is full, will be assured a spot in the group. The one exception is raiding; with raiding all members need approval for the run. This is done to ensure we have the correct raid makeup to be successful.
2.) Who is online at the time the party is formed.
We encourage all members who are not in an instance already to try and assist their fellow guild members in quests and instances when possible. We do not encourage or endorse power leveling; we will not run members through instances repeatedly just so they can level. We do however encourage all members to invite members who they do not normally group with in to parties so we can get to know each other better and become one cohesive family. We would like this guild to be an inclusive one and not exclusive with a feel of more a family than a military unit. With everybody’s willingness and cooperation we believe that this is a goal that we can achieve.

Article VII: Loot Rules  top

Perseid will not tolerate “Ninja Looters” this is the loot policy for 5-man instances and non raid leader posted raids. Raid leader posted raid loot rules can be found here.
- GREED roll on all Bind on Equip Greens, unless it’s an upgrade for you, then ASK if you can need roll it.
- PASS on all Bind on Pickup Greens, Blue and Purple (Epic) items; it will then be discussed after words who will get to /roll for them.
If you don’t remember the policy while in a group ASK before rolling. Any member that is guilty of Ninja Looting, whether in a guild group or while running with another guild, will be removed from Perseid within 24 hours of incident. If you wish to plead your case you can do so in the Members section of the forums on the website, DO NOT contact an Officer in game to plead your case it will not be heard. If you are in fact guilty of Ninja Looting you will be blacklisted from Perseid and your name will be distributed to Officers of other guilds as well.

Article VIII: Trading and Professions  top

We encourage all members to help in the advancement of their fellow members by providing free of charge equipment or potions when the materials are provided by the party seeking said items. If the seeking party cannot provide all the materials we would hope that the balance would be provided at a deep discount rate. We encourage all members who loot materials and items not needed for there own use to donate them to a member that can put them to good use. We also ask that members receiving materials or items be honest in what they are receiving. We will not tolerate those that hoard materials and do not give anything in return. Refusals to help fellow guild members will be investigated and can result in either probation or dismissal from the guild. We ask that you be generous with you fellow members so as to make the organization as successful as possible. We understand that everybody needs gold; we do not restrict your crafting to within the guild only, but do not use other member’s materials for your own personal gain. We encourage you to build a clientele outside of the guild and hope you help support the guild first.

Article IX: Guild Bank  top

The guild bank is to be used as a means for guild members to trade items that they loot or craft that could be of use to other members (either armor, weapons or profession materials). It is a way for all guild members to assist others in getting the best loot possible for their characters. You are encouraged to donate some loot to keep the bank going. The items in the bank have no cost. We would, however, prefer that if you are taking an item out of the bank that you replace it with something of equal value or current market price in gold. Once the items are sent to the bank they become the property of the guild. Items that have been in the bank for quite a while will either be sold in the Auction House or disenchanted. The money will then be deposited into the guild bank account and be used to help finance guild activities. Read the guild ranks below to find out how your rank determines your level of access to the guild bank.

Article X: Guild Ranks  top

Alt – This rank is for guild member’s alts. Alts do not get promoted.
Can view and deposit items in the guild bank but cannot withdraw.

Doulos - This is our probationary rank. This is for new applicants and returning members who left the guild in good standing. It is the rank you will have for the probationary period of 3 weeks of active playing. During this period the Officers will evaluate your play style and personality to see if you have what it takes to become a member of Perseid. Also during the probationary period you may leave the guild no questions asked if you just don’t feel we are right for you, vice versa if we don’t feel you are right for us we will inform you of our decision.
Cannot interact with the guild bank at all, no viewing, depositing or withdrawals.

Phylax - This is the general membership rank. Members who have this rank have passed the initiation period but have not yet gone above and beyond to get a promotion to the next rank.
Can view, deposit and withdraw 1 item/stack per tab, per day from the guild bank.

Pezos - Pezos' are recognized as being available to help other members whenever possible without any expectations of compensation. If asked to help with a quest or instance run they rarely ever say no. They help the guild by getting to know other members that they don’t normally run with to strengthen member relationships. To achieve this rank you must go above what normal members will do to help the guild out. You must have the rank of Phylax for at least one month to get this rank.
Can withdraw 2 items/stacks per tab, per day from the guild bank.

Hoplite - This is an extension of the Pezos rank. Members of this rank make an effort to assist their fellow members whenever possible. One reason that makes these members Hoplite is that they actively seek to help their fellow members. Hoplites have taken the time to get to know their fellow members and know their needs that will make their character stronger for the guild. They also make an effort to form groups when there are no raids scheduled to help other members feel more comfortable running instances and raids with Perseid. They are often looked to for advice from other members about game play or character specifications.
Can withdraw 3 items/stacks per tab, per day from the guild bank.

Lokhias - Lokhias is the highest achievable rank with no responsibilities. These members show all the qualities of Hoplite plus more. Lokhias' utilize the website tool to the fullest extent. They actively participate in the forums discussing many different things from game issues and strategies to just plain having fun socially. They log in several times a week just to check if there is anything new posted. They actively use the event calendar function on the website by either signing up for posted events or even posting events of their own that may be needed by other members. To achieve this rank you must take your guild participation outside the game and into cyberspace by being active on the website.
Can withdraw 4 items/stacks per tab, per day from the guild bank.

Strategos - This rank is for Raid Leaders within the guild. Raid leaders are guild members that have taken the time to learn all the different instances and raids that we run. They take the time to learn the best strategies in which to be successful given each unique party make up. They can effectively communicate what the group needs to do at each point through the run, and can adjust strategy on the fly as needed if unexpected things arise during the run. They are the voice of the Council during raids and will make all the decisions, from direction of the raid to loot distribution. You must have achieved the rank of Lokhias to apply for this role.
Can withdraw 5 items/stacks per tab, per day from the guild bank.

Tribunus Alt - This is the Officer alts rank. This rank is just a holder for Officer alts so people know when one is online.

Tribunus - This is the Officer rank. Members that hold this rank are responsible for the administration of the guild. Duties in this role include but are not limited to; recruiting, conflict resolution, motivation of members, brainstorming fun activates for the guild, running the guild bank and working on website content. Members who hold this rank will be the face of Perseid when it comes to interacting with other players and guilds on the Windrunner server. They represent the values that are outlined in the Guild Charter.

Article XI: Guild Elections  top

Perseid is a democratic guild meaning that there is no Guild Master and that it is governed by a council of five. The Tribunus rank in Perseid is a one year term with biannual elections, two Officers in November and three Officers in May up for re-election based on election date. It is like elections for the House of Representatives or city council if you will. The process is as follows. At each election period either two or three of the Officer's are up for re-election and members have to choose one of them to challenge for the seat, the challenger cannot challenge all seats and if they lose the seat they challenged for that's it. We will open up 2-3 threads on the forums one for each incumbent and would give members one week to decide if they want to run and if so they will post to the desired thread indicating as such. After that is one week of campaigns if you will where in those threads the candidates can post why they should be elected or re-elected and members could ask questions of the candidates there too. At the end of that week we add a poll to each thread for 24 hours and let the member's vote.
There is a 2 year consecutive term limit max. If an Officer is in for 2 years then they must vacate their chair and it's open for election, and there will be a one year period before that person can run again.

Article XII: Discipline  top

The way we handle discipline within Perseid is based on a combination of rank and a three-strike policy.
First Offense - Written warning and 60 days probation. If we feel that a member has done something that is not very becoming of a guild member or would tarnish our image you will be informed by an Officer of the offense and be on probation for 60 days.
Second Offense - If it happens while on 60 day discipline probation, automatic demotion to the rank of Doulos. If it happens after 60 day probation demotion of one rank. If a member has committed another offense said member will automatically be demoted to the rank of Doulos and will be treated as a new recruit. Everything that goes along with being a Doulos will apply and the member will have to start over in the rank progression.
Third Offense - Removal from the guild. If any member has committed three offenses they will be removed from the guild no questions asked.

Article XIII: Amendments to the Guild Charter  top

The cornerstone of Perseid, beyond its members, is its charter. This document guides how the guild is run, but the guild changes, so below is our defined process to deal with changes when they occur.

Changes to the guild charter can come from either the council or its membership and will fall into two categories.

First type will be Minor Changes: wording to cover things we already do. There are a number of standard practices that the guild follows that are not spelled out in the charter, but should be. As we find those items the council will vote on them. If a simple majority is reached the council will post upcoming changes to the guild as notification.

Second type will be Major Changes: These will be changes that are substantive in nature and come from guild discussion on the forums. These items will first be discussed by the council. If the council determines by a simple majority vote that a change should be made then new wording will be approved by the council. That wording will be posted to the guild for a period of 5 days. During that time the guild has opportunity to see the changes, discuss them and submit suggestions for change. After that time the officers will vote again on any changes to wording they feel might be necessary. Then the final wording will be posted to the guild as a poll for vote. The poll shall remain open for a period of 1 week to give all guild members the opportunity to vote, even if real life issues make it hard for them to read the forums often. If the poll comes out in favor by a 2/3 majority OF THOSE WHO VOTE, then the exact wording will be immediately added to the charter. If the poll does not come out in favor by 2/3 the charter is not amended.

If as a member of Perseid, you have a change that would fall into either category you can private message an officer on the forums or make a general member post for the guild to consider.
